Do you still need to run a "dump" process?

No. Beacon interacts directly with the ad database so minimum time is wasted when pagination layout starts.

Can multiple users plan an edition simultaneously?

Absolutely!  Multiple users can each be assigned different parts of the edition and can be working at the same time. The database collects all sections and each user can "see" what
the other is doing.
